To guarantee that one *would* build up the max charge available, put on two pair of dry, thick hunter's socks under your best waterproof hiking shoes. then walk around with a balloon scraping it on your old CRT based TV glass and rubbing it on the floor. Not your feet, they are the other plate. Put on some polyester slacks and walk around for a while scrapping the thighs together as you walk.

Back in the days it was pretty common in Poland to have a half-empty bottle of alcohol and a shot glass next to it kept in the basement. The alcohol was methanol. Worked like a charm.

Unfortunately, the rights of the offender got progressively important than the rights of the victim and this solution is no longer deployed.

Yes, that's the point. Life is more important than property. So you can't kill someone who is only hurting your property... unless you live in Texas.
