Well, yeah; contact Zenni optical with a prescription for a lens with the right focal length, and cylinder, to form that image of a 1cm square 10W LED (actually, these are multi-LED arrays). If you place the lens 5cm from the LED, though, it calls for a 20.7 diopter lens (kinda strong). Maybe you can get one or two of those credit-card size Fresnel lenses to do the heavy focus, just do the cylinder and minor correction in the custom lens.

For proof-of-concept, a slide projector and an opaque slide with the right cutout (and perhaps a zoom lens) can get it done so you can admire the effect. If your ceiling is a dropped type, there would be room for the projector and a mirror above the tile, and you could make it look pretty enough.

Track lighting? You could point multiple spots to form the beam.

Restaurants sometimes use something like that to project onto the sidewalk. They look a bit expensive.

aim at the ceiling at approx 40 degree angle (50 degrees from perpendicular) with a circular spot

This style is used in TV studios to do what you want. There are cheaper, and more expensive versions, depending on the required light level. I saw scaled down versions in deparment stores, a few years back.
