OT Random Q

In "The Wizard of Oz", when the witch lights the scarecrow on fire, Dorothy grabs a huge jug of water that's handily hanging on the wall right next to her. Scarecrow fire is extinguished, but some witch-melting ensues.

My question: Didn't the witch know that water would melt her? If so, why did she have such handy jugs of it hanging on the hallway walls?

in the book the scarcrow's stuffing was removed and his clothes left in a tree, and it was it was a bucket of water thrown in anger that defeated the witch.
