There is no liability. They have waivers from most governments. So, the impact is just for future profit. For now, the vaccine makers are all fighting for resources anyway. If they don't make AZ/J&J, they will make more Pfizer/Moderna. That's one of the reasons the US does not allow AZ to export.

Currently, the major resource constraints are medical grade plastic bags, and packaging stuffs.
