I would like to do innovation upon old ALCATEL OT511.
I want a working prototype which has this feature:
color OLED display
powered by 2 or 3 AAA battery.
Can anyone help me to get a working prototype of this . Thank you

How much real money do you have to invest in this project?
is 100 K enough, to get a few working prototype. GSM of course.
Assuming that's $100K US, yes it is.
If I were you, I'd head on over to the Openmoko guys

-- they've built GSM cell phones from scratch quite inexpensively, keeping everything "open source" along the way. Taking their design and tweaking it for your own needs would be quite doable...
