Anyone have experience with this National Semiconductor chip LM9702 or LM9704. I have terrible yield issue with this chip.

For various reasons the chip does not operate. On one batch, I perform some test and determine a few boards have had pad that are not solder. Another batch of the board, I had it x-ray and the solder work look good, but yet about half of that batch doesn't work and they don't all behave exactly the same.

From your own description, the problems is in board manufacture, not the chips themselves. See also RHOS manufacturing issues.
