Don't they normally follow each other (time wise I mean)

First this:

Soon becomes this:

) ) Backwards. It's the Phut! and ( ( that causes the #%^&@!! ) )

Maybe- but applying a little algebra gives 1 %/ % relative deviation in period per relative deviation of hysteresis at Vdd=3D5V and Vh=3D1V. The IC design strives for mean thresholds at Vdd/2 at any Vdd, and Vh=3D1V at Vdd=3D5V.
