You have to excuse Slug-Man, it's a little incapacitated.

His caudate nucleus is no longer linked to the cerebral cortex, let alone the corpus callosum. His thalamus has fall short of interacting with his brain stem, which leaves his medulla oblongata just sitting there falling asleep.

In other words, his brain is barely generating enough energy to trigger the spinal cord so he can drag his feet along. He most likely requires assistances to direct him on his travels to and from the bathroom.

Putting that in prospective, how can any one expect intelligence from that end ?
