Nope. I have used some that look just like that, about 10 years ago. Seems that company is still in business. Well, the boards were low cost, and that might be important to Dutch engineers ;-)

If the holes are smooth on the inside and the edges of the holes are sharp on both sides, it's drilled.

If it's rough compared to a typical unplated hole it's likely punched (or they used a really, really dull drill). Best regards, Spehro Pefhany

Obviously, the board was designed for parts with leads that are off-center. :-)

At first i thought the holes were plated through and no copper on the surface. That would have been a neat trick.
