I've used Phil's technique for testing/ matching cells. From the practical standpoint, (unless you have an automated system and are doing this for a living), no one wants to take ten hours of data. One hour while I watch some nature program on 'tube' is just fine... especially for a ~10% measurement. As you say it's also good to test with loads similar to the real use.

You don't know what you're talking about. Testing capacity at high discharg e rates exponentially enhances each and every coefficient of variation of apparent capacity with each and every physical variable upon which it depen ds. Your method is heavy-handed, imprecise, and more wishful thinking than anything else.
I use a West Mountain Radio CBA-II: Charge the battery to full charge. Use the CBA-II analyzer to discharge the battery at a known and controlled rate to generate a graph like this: The Amp-Hr battery capacity is where it starts to drop on the X axis. The amp-hr measurement you get with the analyzer will be highly dependent on the discharge rate. The above graph is for a 1C discharge (2.3A), which is rather high for the NiMH AA battery.

Thank you for disclosing what you're trying to accomplish. It would also be helpful it you would disclose the Vivitar battery number and possibly the camera. That information will help to determine if your battery is Li-ion, Ni-Mh, or something else. With luck, it may be possible to find the original battery manufacturers specifications. Extra credit for links to the two batteries in question.
The name of the game in batteries is specmanship. It's easy to produce a battery with 1700 ma-hr if one simply doesn't bother to specify the rated load. For example, a 1000 ma-hr battery, measured at 1C will probably produce about 800 ma-hr. The same battery measured at 0.01C, might produce about 1200 ma-hr. See the bottom graph at: However, it's very unlikely that someone has successfully almost doubled the rated capacity of a battery by simply juggling the load test numbers. More likely, the original 1000 ma-hr battery is a NiCd while the 1900 ma-hr is probably a NiMH.
Incidentally, another trick to increase the rating is to cram a bigger Li-Ion battery into the same plastic shell. Li-Ion batteries expand when charged and need room for this expansion. The amount varies with the chemistry. By borrowing this empty space to cram in a larger battery, one risks having the battery bulge the base, and mangle the device.

Yep. My guess(tm) is that the original 1000 ma-hr battery is NiCd, while the 1700 ma-hr replacement is NiMH. Better specs through chemistry.
