What is special about black body radiation to cause it to generate Stark shift's and an attractive force in nearby atoms?

Not much, according to the link you posted: "This overlooked force appears relevant in various astrophysical scenarios, in particular, since analogous results hold for a wide class of other broadband radiation sources."
Like contracts with large companies, scientific documents should be read all the way to the end.
