The core of it is still insurance. Congrefs has just been playing with it.
That certainly muddies the water. I imagine it'll regress to the "six months" mode as soon as employment ticks back up.
Oh wait....
Fact remains, employers pay the UI premiums on behalf of the employee.
It went out with $20 a month rent...
