I know LOTS of people who get food stamps but the only people I know who get welfare checks (now welfare EBT) live primarily off a social security complete psych disability.
Such people actually get an EXTENSIVE package of various benefits.

I listed these in order of their size.
For such people, the welfare check/EBT is the smallest portion of the benefits package and totally legal to convert to cash.
As I already pointed out, the news stories about this mostly CONFUSE food stamps with other benefits.
If you want to be upset about the spending of welfare recipients, then you should start by looking at the larger amounts, I think.
There are no restrictions on how SSI checks or welfare are spent, although if one of these people botches their finances they may get placed under the control of a publicly paid PAYEE who sees to it that necessities are paid for before any impulse spending.
You would be utterly amazed at how many people living in your town are living off this complete package of SSI disability, leased housing, food stamps, Medicaid and welfare. My reaction when I discovered how extensive this is was amazement that Social Security wasn't broke sooner. Clearly Social Security has been WELFARE and not insurance for quite some time.
So yeah, being compelled to pay for all of that is very much like a "Robin Hood" act except it takes from the middle class.

I know a bit about this because friends of my dad's were foster parents:
They had five or six kids, but eventually the last one left the nest.
The house was too quiet and empty for the mother to stand.
They knew there was a need to find temporary homes for wards of the state, so they applied to become foster parents and got certified.
Foster children are wards of the state, generally taken away from parents temporarily unable to take care of them.
As such, the state is responsible to pay for their expenses, including food, clothing, and medical care. This is fair, because otherwise the state would have to build orphanages and hire nursemaids, at a much greater cost to the taxpayers.
"Food stamps" are a federal ag support program which enables low income people to buy food.
Here, the state has apparently glommed on to food stamps as a way to use federal tax money to help support its wards.

UI is a welfare program. Congress sets the benefits, the term, the payments, etc., arbitrarily, at its whim. They even change those retroactively...

So employers should pay workers enough so that they can both live in modest comfort and save for a rainy day. Great idea!
