Assuming this calculation is correct what does this tell you electronics experts about this ?
Is this indeed a bad situation ? Could this have damaged the other electronics ?

And WHY is there 400V in/on a piece of Consumer (Digital) Audio electronics? AFAIK 400VDC was not even used in high end Pre-amps, only Plate current supplies on the Finals and maybe for drivers on really high power stuff (Finals ran 800VDC).

Many consumer-electronics devices (perhaps most, these days) do have several hundred volts of DC present in their power supplies.
The power supplies use a switching-regulator architecture. The incoming line voltage is rectified and filtered into high-voltage DC, and this DC is supplied (in a pulsed fashion) to the primary winding of a stepdown transformer. The output of the transformer is rectified once again, filtered, and used to supply the equipment. A voltage-feedback signal is sent back to the high-voltage switching unit to control its duty cycle, and thus regulate the final DC voltage.
This architecture allows for much smaller (and electrically more efficient) power supplies, than were possible with the "transform to low voltage, rectify, filter, linear-regulate" supplies used in most older consumer-electronics gear.
In a PC, I would *NOT* expect to see this sort of voltage present on the motherboard! Rather, it's present in the power supply, and lower DC voltage is fed to the motherboard (typically +5 and +12, these days) where it's further downswitched to the low voltage required by the CPU, memory, and busses.
Frankly, if I were looking for a cause-of-failure in a PC power supply or motherboard, I wouldn't bother looking at the glue... a hundred microamperes of leakage (if it's actually that bad) ought not to cause failure. Rather, I'd check the capacitors themselves for sign of failure, due to excessive heat or electrolyte problems ("capacitor rot"). Leaking electrolyte, swelling of the cans, or a high ESR would be sure signs of this sort of failure.
