I have a TMS1000 and a TMS1400 microcontroller i'd like to read the roms off of, and reprogram. Does anyone know how to do this? I haven't found much online about these chips even though it seems to used to be pretty common.

Yes. How much are you willing to spend to do it? The cost will likely be somewhere in the range of $500 to $5000 each.
There isn't any "reprogram". The program is in a masked ROM, and can't be changed. You'd have to get new parts made with your changed ROM code, and TI doesn't make them any longer.
Well, technically I suppose it's possible to use FIB to change the ROM contents, but that would cost in the hundreds of thousands of dollars.
Really your best bet is to replace the part with a modern microcontroller and write new firmware for it.
Can't help you with that but I wish I knew the answer myself. I wanted to the same with some TMS7000 (I think they were) about 10 of 15 years ago. A friend of a friend, who alledgedly knew what he was about with masked ROM micros, said it was fairly simple but he would not divulge the process to me. (Darn!) I handed over the parts to an intermediary and had two object code listings in my hands the next day, so the guy did know his stuff.
