What is the formula used to calculate the number of windings that the secondary winding should contain in order to produce the correct amount of voltage from the primary winding

Isn't 'the secondary winding' by definition a single winding?

If you mean the number of turns, its the ratio.

.... of primary turns to secondary turns, neglecting losses, equals the ratio of primary voltage to secondary voltage.
