This counter comes up with all the LEDs lit up and no buttons are responsive.
Another one of these appears to have an initial display showing firmware version.
So, I think this broken one is not initializing properly.
Any ideas?

Figured it out. There was a small surface mount resistor on the bottom of the main board, on the power switch side, hanging between C125 and Q29. It was completely open and looked physically cracked.
According to the BAMA copy of the manual, it has something to do with resetting the microprocessor.
When that was replaced it booted up fine and appears to work.
