My VS-4504R Mitsubishi won't move the red bar down unto the white horizontal to make a nice white. The verical is okay. Is there an adjustment on the circuit board or does the gun have adjustments?

Most likely the focus yokes have become magnetized unevenly. This can be corrected with the centering magnets, but this will require a readjustment of the beam shapers if your CRTs are still strong enough to benefit from it. If not, there are ways.
