Brother HL-645 , check HVPS?

Have this unit in for repair with dark print no matter where the contrast potentiometer is positioned. Custoemr changed the drum-toner unit in Dec with old stock from Brother. Now has same problem. Its possible the toner has been on the shelf too long as it comes with the drum unit, and bad toner can decrease drum life. TO be sure, I want to check the HVPS output to the drum. Theres a little springy thingy serving as the contact point, and maybe I can access it from the pcb via the bottom cover, but what is an acceptable voltage on this point? We did already clean the corona wire which did not help. The customer said he recently did the self cleaning on the corona wire with the built in slider cleaner as part of the unit - it helped, but now it no longer makes a difference.
