if you have deck's mentioned above owners or service manual and be so kind to let me know what it says about "optical take-up and supply reel motion monitoring" I would be thankful.

I'm afraid I don't know if it uses it or no.
**Nothing fancy. Though I don't have a manual for the specific models listed, other Akai models (like the GX-F95 -which I do have a manual for) use a pretty standard LED/optical transistor sensor system, to detect if one or both reels have stopped. When the take up reel stops (due to end of tape, or damaged tape, reel motor failure, clutch failure, etc) then the deck will shut it's drive system down, to prevent further damage to the tape.
