need recommendation for flat lighting panel

I'm considering a project that would involve a floor of tiles that light up under computer control. For this I need some sort of solid-state, wide-area light. It only needs to be bright enough to see under normal indoor lighting conditions, and monochromatic is fine, but it needs to have very low heat and be capable of very many on/off cycles. It also needs a decent switching time.

Can anyone recommend a lighting product appropriate for this application?

Florescent lighting is the cheapest. Electroluminescence or LED technology would be very expensive.

If people ar going to walk over this don't forget to budget for special toughened glass (or polycarbonate?)

I was thinking of plexiglass.

What sort of florescent lighting could switch on and off rapidly and reliably, as needed for this application? (Remember, it's like a display set in the floor -- the lights are going to be going on and off at varying rates up to about twice per second.)
