I need to emulate a socketed 32-pin PLCC flash chip. Anyone know of an adapter that will plug into the PLCC socket in place of the flash chip and bring the connections out to a DIP plug on an emulator.

It's called a "plcc emulation adapter". Google search turned up 3 on the 1st page, average selling price of US$ 180.00
The maker of your ROM emulator should have one.
