It's a USENET newsgroup. One doesn't join -- one merely reads articles, and perhaps posts to them or responds.
Think of it as just like anarchy, only it sometimes actually works.

Nope, just unaware. Now be aware that google is not the originator, they just supply a newsreader that can be accessed by browser. Most consider it a very poor newsreader. You should also read the following URLs:
