What compiler do i need to compile my c files to a hex so that i can flash my device?

gcc will do just fine. ARM and IAR will be happy to sell you a compiler.
AFAIK you can compile a cross compiler yourself for free.

Imagecraft also has a nice compiler for the ARM7TDM family (including the Philips LPC210x).
