If someone came across a pcb, and did not know where it came from. Would it be possible to determine what the board was used for? Thanks

Depends on the board and the experience of the person. Unfortunately your question (if not a troll) is a bit like the old "How long is a piece of string".

If it is out of a computer this site would tell you and provide a driver...
