you're not going to be doing it with breadboard i can tell you that. getting an RF signal launched is one thing, stopping it from drifting is another. this is out of my domain and the majority of peoples'. i've done a basic mono 100Mhz transmitter in the past and it needed a solid etched copper board before it would oscillate reliably. RF is quite a precision black art.
your best bet would be to buy one of these MP3 player FM transmitters off of eBay and use your FM radio as the receiver.
if you're determined to do it then some of the HAM groups may be more appropriate.
