The guys at the shop are telling you crap.

I've designed chargers for Li+ (and just about every other chemistry) and they should be silent.

Cracking. I hear some random cracks.

So do you have any idea why this is happening? If I am going there and demand a refund I must give them a pretty good explanation

Sometimes they may 'whine' but crackling noises indicate some breakdown taking place. It could easily become dangerous. I'll bet it's some cheap 'no-name' Chinese built unit.

They're telling you crap. Their expalnation is weird to say the least.

If you have no luck with the shop, talk to Trading Standards, they'll take an interest.

I think you'll find Trading Standards under wither you local council's services or the county council.

They would be interested in both defective goods and a failure to exchange them.

Guys I live in Cyprus. Although in European Union we are in dark ages whenever it comes to professional customer service and protection provided by the (local) government

Is there a European agency that provides for Trading Standards ? Although not an expensive equipment, I do not like being fooled.

Yes. If you are thinking that 250VAC is causing this then it should not be a valid argument because the shop is local and should provide the market with devices that work for the voltage here. Or, aren't they ?:)

You'd think. But you'd also think someone working in such a shop wouldn't cut the 240 to 120 volt transformer off a power cord, and wire a local plug on a radio which is clearly labelled for 120 VAC only. But you'd be wrong.

That's prosecutable.

In Europe the regulations on supply voltage allow it to be up to 253V. Any product sold there should work fine at that voltage.
