It originated when 'prove' meant 'test' rather than today's 'show to be true'. Hence a test area was a 'proving ground'. Something might prove to be a failure.

What the saying meant is that a single exception actually tests the rule, and shows it to be false, whereas no number of compliances will ever show the rule to be true.

Given today's meaning of 'prove', the saying is now indeed just plain silly.

People in sw Louisiana mostly spoke Cajun French until WWII, when draftees were taught English. There are still some Cajun speakers and a distinct Cajun accent.

I think the residents have decided several times. Independence would be their preference, with Russia as a second choice.

At this point there is no going back. If in some rainbow and unicorn world Ukraine regained control of the Don Basin and Crimea, how do you think ethnic Russians would be treated? Something like the way the Soviets treated ethnic Germans on their way to Berlin?
