TDA7330B RDS decoder

I'm assembling an RDS decoder, using a TDA7330B chip. Circuit I'm using is right out of the data sheet. Today I powered it up with no input signal. I expected to see a low on the QUAL pin, and a low on the RDCL and RDDATA lines. Instead I saw a clock signal on RDCL, and what looks like random data on the scope on RDDATA and QUAL.



Anyone with any experience with this chip? Are those signals typical for no input signal?
