Ringing choke converter is applied in adapter or charger under 10W with Y-Cap.
Now, I have to remove Y-Cap. from it that can be made in low cost with
8dB EMI margin like with Y-Cap.
Can I make it? How can I make it?

If you look carefully in Power Integration's application notes they even give an example of a low power smps without an X cap.

The X and Y caps do not have any 'function' with respect to the operation of an smps. They are simply there for EMI.
There's no way ( I know ) you can design for that margin without testing though.
