He was clearly wrong. The electoral college that put Trump in power isn't m uch like the one that Hamilton had in mind, so you might argue that it had been corrupted, but the original idea is one that nobody else has adopted, so it was probably corrupt - in the sense of being defective - when it was first invented.

Since was actually designed as one more bribe to get the smaller states to support the 1787 constitution and Federalist 68 is merely a post-hoc justif ication, it was probably corrupt from the start.
