To convert latitude or longitude from dd.ddddddd decimal angle notation to a hour/minute/second (or DD.MMSSsss) notation is really a basic task on a HP28C/S.

-1- To convert dd.ddddddd to DD.MMSSssss ; this is directly provide by the HP28C/S native function. ->HMS (angular or time conversion from decimal notation to hour.minute.second) which can be access in the third page of the TRIG menu key.

Enter decimal value of longitude (or latitude) in the first position of the stack (or in the command line), then press the menu key ->HMS

Ex.: Enter decimal lat or lon value and press ->HMS 48.817222 ->HMS retunrs 48°49' 2.0" displayed as 48.49020

Key sequence: Display Comments

The result display in level 1: has to be interpretated as 48° 49' 1.9999" and round of 48°48'2.0" by [ 5 ][FIX] to limit display of 5 decimal.

-2- To convert DD.MMSSsss back to decimal dd.ddddddd

Enter hour-minute-second value in dd.mmssssss format and then press on HMS-> native function key.

Ex. 48°49' 2.0" back converted to decimal value

It is deadly simple. You don't need any manual. At least the manual of a HP48 series can also be used as the same function is used. Only key position and key stroke differ there.
