Less than 10 nH inductors are easy. Buy them from Digikey.

PCB traces and IC metalization make nice low-L inductors. But they are hard to tune, so only make sense for really high volume production where a you have either very good e/m simulation tools, or don't mind a few design iterations.

I've seen wire bonds used as nanohenry inductors and t-coils.
