With what? You would have to truck anything in other than sand from out of state.
Yes. Some people don't grasp the concept of mostly level ground, with a high water table or that most of this region is over the Florida aquifer. You don't put a building underground, right over pourous limestone, unless you want to fall through. Some areas already require lots of driven concrete pilings to support large buildings and bridges. More concrete in the pilings, than the actual buildings.

Rather hard to do, since they never finished the Cross Florida Canal. If they had, it would have passed about 150 feet from the corner of my back yard. Too many protected trees there, now. (AKA 'The Florida Greenbelt')
