CE is intended to make imports easier. You just have to obey one set of rules and not everything that 2 dozens of states could come up with.
You may slap the CE sticker on yourself, but in case of trouble / noncompliance it can be costly in case you don't have your paperwork done, or your certification lab.

That's what the British guys told me: there are no CE police.
How do you mean costly? Are people fined for non-compliance?
We have a couple of CE-stickered products, but we have the compliance letters and reasonable backup docs.

If you understand what you are promising to deliver, and deliver something close enough that you aren't worth prosecuting, the system is working as intended. Inspectors who want to establish a reputations as fierce enforcers are fortunately thin on the ground in the UK and Europe generally. The heroic lawyer is largely an American invention, and not a good one.
If your equipment creates a problem, you can get sued. If it is the kind of problem that gets people killed or injured, you can get prosecuted and jailed. There's a whole lot of health and safety at work legislation that can be dumped on you if you cheat.
So you aren't quite a irresponsible as you claim to be.
