OT: Does a stitch in time save nine?

Wasn't it Heinlein, through Lazarus Long or Jubal Harshaw, who said "Never do today what you can put off tomorrow; you may not have to do it tomorrow"?

It wasn't Jubal, it is similar to some of Lazarus, but it easily could have been a character by Poul Anderson or James Blish. The closest RAH i can come up with is in "6 times H", a collection of short stories.
