The 9690 was a bipolar, ECL comparator, so I doubt that it had any CMOS inside. It could have been some sort of pinch resistor thing or something, some charge migration in an oxide later sort of like the CMOS gate thing. But I'm not an IC guy, and I don't know the physics.

It seems unlikely - that's a very old problem.
An even older problem is that reverse biasing base-emitter junctions (this was a John Larkin circuit) into breakdown produces cumulative damage, which can be largely reversed by baking - the legendary HP technician used to cu re damaged transistors by stubbing out his cigarette on them.
Greegor doesn't know much, Neither do I, but I do know more than Greegor.

Okay, looked up the datasheet.. abs max differential voltage is only
3.5V, for a 5V supply device. And ft 6GHz devices.. which often have pretty low Vbe breakdown.

Passivation is CVD with a bit of thermal oxide. [This is foo only fab knows exactly.] It really isn't a bake.
I can't speak for bipolar wafers, but ion contamination is usually the killer in MOS. When tweezers were actually tweezers (as in a mechanical device that gripped the wafer from the side), one dirty tweezer could whack a lot of wafers. You get a little sodium on the tweezer and it shoots right into the lattice. Tweezers have been vacuum devices that grip the back for some time. But it is possible VTC was a sloppy fab.
Needless to say those photos of some CEO holding a wafer with their hands means that wafer was a junker in the first place.

Usually TEOS (tetraethyl orthosilicate) spin-on glass, I think, but maybe sometimes LTO oxide. It has to be low temperature because it's going on top of the back end, so anything above about 300 C is verboten. (At least in the IBM processes I used to know about.)
