Is there such thing as a 74F390, otherwise which family that includes the '390 is fastest?
(must be 5V & thru hole).

No, F is obsolete.

lists a 74ac390 from toshiba @ AmericaII, but not in stock.
Why don't you try a CPLD ?

Thanks - I was making up an order for Farnell, seems the best they have is a HC part that runs up to 40MHz.
