Replace the74hct154 with LEDs connected directly to the micro. Any 18 to 28 pin PIC can do this, and you can modify the code (which is given) to handle the 10 output lines.
So, let us know what you have done.

THe web site only give a hex file. Load the hex file into MPLAB and dis-assemble.
You want all of them to flash randomly, on for a short time then off for a long time?
He probably doesn't have a programmer for the micro.
One possible solution, though, would be to use one blinking LED for each pair of 'eyes'. The other would simply be connected in series with the blinker. Do they still sell blinking LEDs?
Thanks to all who responded. Ian, yeah I would like them to flash randomly, but with what Donald is saying I think I understand now. I will get a 12c508 and wire them to it and play with the code. Thanks to all again. This google group thing is great! Rick
