My experience is that they are so good that they will buy 1 (or a similar small number) of systems and clone up whatever they need from that.
Of course, if you are selling a design outright, I guess you are fully compensated.
Buy? Israel is in the same line for DoD contracts that every other state is in. If you want congressional support, you'll have to do a certain amount of business over there.
Sell outright? US IP laws don't work over there the same way they do at home. You may as well be doing business with one of those double ended production lines in China.

...Or maybe they just both agreed on that some terrorist outfit needed a good bombing. But at the same time, Syria needed to be diplomatic about it f.ex. if the target were palestinians. The air defence goes for a leak and Israel does the work.

That's one of the great things about foreign defense aid.
They have to spend every dime over here on our hardware.
Statistically, they also claim the highest resurrection rate than any other land !
