Ideas on finding Analog Test Engineers with Eagle ATE experience

That's almost a needle in a hay stack situation. What we did in our cases (medical ultrasound catheters, very specialized test equipment) was to look for some bright people that understood the basics. Either in-house or new hires. Then we trained them. I believe anything else would amount to trying to hire someone away from another company, usually meaning a sizeable sign-on and relo package.

Besides Dice and Monster you could try the IEEE job database. Don't know how that stacks up these days. When I needed engineers in the late 90's that yielded only few candidates but they were nearly all top notch. You could also post a link here and in c.a.embedded, s.e.equipment etc. But it needs to have some "meat" to it, such as financials, location and career outlook for that position.

I work with a guy, who calls himself an engineer, who used to do ATE programming for Eagle, Credence and others. He's useless on a workbench. I don't want him, do you?
