Oral history has it that 19" racks of equipment destined for the military should always have the bottom section empty. Supposedly it resists squaddies attempts at repairing the equipment by kicking it.

That's bullshit. I had to straighten the aluminum frame of a Gates Spotmaster broadcast cart machine that was installed four feet above the floor. An Army DJ had repeatedly kicked it because he had failed to record a cart properly, and it didn't have a stop cue.
