Depending on the BGA in question you might be able to get away with doing a home reball job! If the ball pitch is fairly large, and there is no central heat/ground pad then I've had success in cleaning off both PCB and BGA, adding flux and then 'tinning' the device and PCB with solder. You need a good action to get an even hemisphere of solder on each pad. It's worth a try. If it doesn't work then you're no worse off and can still be sent for re-balling.
