It's a 2D map, where every point can have only one altitude. So there's no such place as "under" the bridge, as far as the database is concerned. All imagery has to be rendered as if it conforms to the local topography.
Apparently you can add 3D stuff like this:

.... but it'll only render locally, unless you can figure out how to convince Google to add it to their terrain database.

Actually on my copy of Google Earth it does have a 3D model:

I wonder if your client's out of date, or something? In your screencap it looks like it started to render the model at one end of the bridge, then bugged out.

Checking the "photorealistic" option box makes things entirely unrealistic.
