They don't want to pay for an honor guard to play taps for soldiers killed overseas but this bid solicitation looks like burial honorguard stuff for law enforcement or fire fighter funerals.

OK so they have a marching band. It seems a bit odd to me since the bagpipes make one of the most hideous noises known to man.

Perhaps they plan to torture captured members of Alqaeda by playing bagpipes at them now that waterboards is off the menu. It might work.

They are, unless DHLS sticks their nose in and demands 'inter Agency Cooperation'. The federal funds that used to go to help smaller departments now goes through DHLS, and if the departments don't kiss their ass, they cut off funds and make it damned difficult for the locals to operate.
