Two basic tricks for bid proposal writers to prevent anybody except who they already have in mind from winning the bid:
Being overspecific to rule out other brands of OTS product Being underspecific like leaving out gain on an amp
Are they still requiring bidders to put up a huge bond?
How long are they typically taking to pay after delivery nowadays?
