The 2206 is designed to produce sine, triangle and square waves with some duty cycle trim, but it is not a wide range variable pulse generator. The resistors from pins 7 and 8 to ground set two choices of frequency, selected by pin 9. These resistors set the charge and discharge current for the timing capacitor. Figure 14 shows one way to get a non 50% duty cycle by switching current setting resistors for opposite half cycles. How are you connecting the 1 meg ohm pot?
I think the signal at pin 3 is a current, and you change the amplitude by changing the value of a loading resistor, not the voltage.
What is the power source?
What value of pull up resistor are you using on it, and to what supply voltage? Pin 11 is an open collector output.
See my earlier comment on pin 3. Pin 3 has nothing to do with the output from pin 11. It sets the amplitude of the sawtooth/sine wave from pin 2.
