CD4060B?

Does the CD4060B need a reset every 2^14 counts if I am using it as a

1/2^14 frequency divider?

Dunno what you mean exactly, but if you reset the 4060 and then start
sending it clocks, 8192 clocks later Q13 (the output of the 14th stage)

No, all the flipflops just keep counting.

No. I am using a 4060 myself in a current project with a 32768 Hz crystal to get continuous half-second pulses.
