Can PCI-E run at speed below 2.5Gbps?

I'm designing a system which is using pci-e(pci express ) as backpalne bus.I,m wondering if pci-e can run frequency below 2.5Gbps? like 1.25 Gbps? From Concept I think it can, but I'm not quite sure. Any advice is welcome. thanks
