With a high end that high (20 GHz+) the low end is going to be over 1 GHz maybe over 10 GHz. If you really have to have 100 MHz you will need multiple instruments. Mere generators that powerful in that frequency range can be had, but VNAs(?), even synchronizable generators are not common.
An hp8350 with a 83592 plugin does 10MHz to 20GHz. For less money you can get a 83590 2-20GHZ plug in and a lower frequency 10MHz-2.4GHz plugin 83522 (I think). The 100 mw is going to ned an amplifier like a surplus avantek. Those cover smaller bands but they are available.
